Due to the significant expansion of the scope and reach of U.S. export controls and the Trump Administration’s plans to aggressively enforce export violations, we have invited Matthew Axelrod, a partner at Gibson Dunn and former Assistant Secretary for Export Enforcement at the Department of Commerce’s Bureau of Industry, to discuss the evolving export control risks and obligations facing financial institutions around the world, with a deep dive on U.S. enforcement trends. During his time at the BIS from 2021 to early 2025, Matt led the team of over 200 special agents, analysts and compliance specialists dedicated to enforcing U.S. export control laws. At BIS, he also crafted numerous notices and guidance to industry on U.S. regulatory expectations and how best to assess and mitigate risks associated with U.S. export controls, including BIS’s first ever guidance to financial institutions.
